Titulo en ingles: A regional diagnostic study of the telecommunications sector in the Orinoquia region

RESUMEN: El presente estudio, se realizó con el fin de identificar el estado actual del sector de las telecomunicaciones en la Orinoquia Colombiana e identificar zonas vulnerables, que aunque en el corto plazo no son atractivas económicamente, si lo son socialmente y pueden despertar el interés de la academia, por las oportunidades en investigación y extensión, que hay para las universidades, en varios campos como educación virtual, telesalud, soluciones de conectividad, entre otros. Se encontró una región con un desarrollo heterogéneo del sector de telecomunicaciones, donde Meta, Casanare y Arauca  son los departamentos con mayor infraestructura y servicios de telefonía básica y acceso ADSL(Asymetric Digital Suscriber Line) a Internet, y con cobertura en la capital y municipios cercanos. Guaviare, Guainía y Vichada, por el contrario, presentan bajos índices de penetración telefónica y carecen de conexiones rápidas a Internet. Se encontró que BPL (Broadband Power Line) es difícil de implementar en los sectores rurales, por la escasa electrificación (Vichada,Guanía,Guaviare, sectores de Meta, Casanare y Arauca) , que hay una base instalada de cobre que puede aprovecharse con ADSL, y que además, en algunos sectores las tecnologías más convenientes son WiFi (Wireless Fidelity) y VSAT (Very Small Aperture Terminal).

ABSTRACT:  The present survey has been made in order to identify the current state of telecommunications sector in the Colom- bian Orinoquia and identify vulnerable zones that although in the near future are not economically attractive, aresocially attractive, and can be interesting to academy because they offer researching and cooperation opportunities to universities in several field such as e-learning, telehealth, connectivity solutions, among others. It was found an region with an heterogeneous development of its telecommunications sector, where Meta, Casanare, and Arauca, are the departments with the biggest  POTS, and ADSL Internet access infrastructure, with coverage in the capital and near municipalities. On the other hand, Guaviare, Guainía and Vichada have low telephony penetration and lack of fast Internet connections. It was found that BPL is difficult to implement in the rural sectors by the little electrifica- tion (Vichada, Guainía, Guaviare, and sectors of Meta,Casanare and Arauca),  that there is an installed base of cooper that could support ADSL, and that in several sector the most suitable technologies are Wifi and VSAT.
